Utility Board
The Utility Board of Directors consists of five persons. The Board members represent various stakeholders of the utility and must be of outstanding reputation, ability and integrity. All Board members are appointed by the Charles Town City Council.
The Utility Board of Directors has full and complete authority for the supervision, management, control and operation of the System, including the maintenance, operations, improvements and extension thereof.All bills for water and sewer service shall be collected and accounted for by the Utility Board in the manner and form required by law, the Public Service Commission of West Virginia and the ordinances of the city, and all disbursements and accounts of the System shall be ordered paid out only upon approval of said Utility Board; provided, however, that all such supervision, management and control of the System and the collection and accounting for bills for water and sewer service shall be consistent and in accordance with any ordinances pursuant to which the city may have authorized and issued any bonds from time to time outstanding, which by their terms are payable from and secured by the revenues of the System.
The Utility Board of Directors shall have the power and authority to make all contracts, agreements and other matters necessary or proper for the full and complete supervision, management and control of the System. The Utility Board of Directors shall have the power to fix and maintain a separate budget, and employ, fix the compensation of and discharge a manager and all employees of the System.
The Board is committed to providing quality water, drinking water and has become a leader in meeting the Chesapeake Bay standards in the treatment of wastewater.
